Scammed by Calif. Restoration and now insurance rejected claim.

I've just been scammed by California Restoration, a water damage firm. I noticed many bad reviews on this site. They billed $18,000 for an easy, $1,500 job, and my insurance rejected the entire claim today. The company assured me insurance always pays.
They were referred by Palisades Plumbing, and I'm very upset with them, too. The entire thing is very fraudulent--all they did was remove waste water under the house and dry it with fans. Do you know what my next step should be regarding this problem bill?
Thanks. I've never dealt with home insurance problems before.

Lisa, please review the contract you have with them. It should spell out the price, warranty, scope of work, timing and payment details. It should also have a series of disclaimers and warnings based on the Contractors State Licensing Bureau (cslb.ca.gov) requirements for contractors. You can determine whether your agreement with them conforms to state requirements or that your rights have been violated by going through the CSLB site - it has a lot of info for consumers. If so, you may owe them nothing, or a lot less than the stated charges. If your insurance company has a standard fee schedule and you were happy with the work performed, you can offer them that. Aside from the offer, you can get estimates from other firms and your insurance company and use these in small claims court - whether you sue them (to remove a possible lien) or vice versa.
