Hire Right Employment Checks

I handle HR at an agency and have recently been contacted three times in the last several months regarding employment checks of past employees. When the individual calls our main number, she/he asks the receptionist if she could help with an employment verification. HireRight has no idea whether the Receptionist is qualified to provide employment references and does not event ask who has the authority in our agency to do so. So far our Receptionist is smart enough to refer to call the HR dept. But wonder if she wasn't that smart?
Just based on my experience I would not trust that the information collected by HireRight is accurate.
