Complaintsboard.com by US Government?

Does anyone know about the www.complaintsboard.com? I filed the online complaint against Allure Construction Group, Inc. about stealing my $10,799.00 and left me a big hole in the backyard instead of a pool and today, I received an email which asked for $700.00 to handle the case. Here's a copy

IF I NEED INFOMATION ON ANY FEDERAL OR STATE WEBSITE AND THE WEBSITE DOES NOT CONCLUDE WITH EX: WWW.-----------.GOV I WILL NOT GET CLOSE TO THEIR WEB SIDE. REMEMBER .GOV IS WHAT YOU WANT TO SEE....NOT .COM COMPLAINTSBOARD.COM BY THE GOVERNMENT SOUNDS FISHING. AND THE GOVERNMENT AGENCIES WILL NOT CHARGE FOR COMPLAINTS.
