Company has FL address and phone number but office is really in Panama? Scam or not?

I am making payments on a land I bought from Leisure Lakes Development, Inc. Being so young, I was naive and didn't really check out the company before signing papers etc... I found out that despite having a FL address and phone number, their office is located in Panama. I check them on BBB and their rating is "A". No complaints so far. Should I be worried? I don't like the fact that they are in Panama but have a 954 number.
