Good question. It really comes down to two things: market demand in your area and your starting budget. The best lift is the one that will get rented often and generate steady cash flow.

I agree. Around here, contractors are constantly renting scissor lifts for indoor jobs and boom lifts for exterior work. If I were starting out, I’d get a couple of those—they’re always in demand.
