Need IRS help for my sister

Does anyone know who can help my sister with the IRS?

My sister has been having her tax returns garnished by the IRS for the last seven years. She thought that she was going to get back her returns this year for the first time and now she just found out a new IRS problem has been added to the sum of $28,000.00 about three years ago. She was told that there may be fraud involved. She has just finished a simple but ugly divorce that lasted seven years because he new how to manipulate the system. We suspect that her ex is behind this. She is paying her attorney in payments. How can she get help without getting scammed or taken advantage of? Appreciate all help
