I've had a problem with bargaincell.com as well. Ordered two shipments one which contained a defective charger for the droid incredible. Have emailed them three times (in accordance with their return policy) to get a RMA and never have received an email back from them.
Yes you have to pay shipping charges to have potentially defective products returned to their facility. But they won't even acknowledge my emails which were submitted to return a product.
Rather disappointed as they have very very competitive prices but customer service for me is exceptionally dismal.
Here's part of the text from their return policy off their webpage: "All returns required an assigned RMA#. To obtain the RMA# you'll need to contact our customer service representative by email CS@BARGAINCELL.COM or via phone: 1-626-593-5001. We'll issues you a unique RMA# that will expire after 15 days. The merchandise must be returned within 15 days before the RMA# expire to receive a refund on the merchandise. Note Shipping and Handling charge is not refundable and on return item shipping charges are solely responsible by the customer".
Here's their replacement policy: "Replacement Merchandise In order to receive a replacement for returned merchandise at same time, you must place a new order. Bargaincell.com must receive payment for all merchandise prior to shipping any replacements. We will ship your replacement in the same manner as your original order. A temporary duplicate charge will be placed on your credit card until the returned merchandise has been received and processed by our warehouse".
