Deceptive and over-charging

We also received a notice from TDS about the homestead offer, and it does appear to be illegal given that CA law says they can only charge $25, not the ~$48 they are asking. I agree that this is deceptive since homestead is automatic and they use the publicly available grant deed and name of lender to trick consumers into thinking it is somehow related to the new mortgage and expected to do this.
