Only Cash Surveys (United Sample Inc.) doesn't want to pay...

I have been signed up with Onlycashsurveys for sometime now and have requested and received 2 payments. OnlyCashSurveys, along with Surveyhead, is owned by United Sample Inc. My most recent request of $35.00 to be deposited into my paypal account hasn't been as easy. On Dec. 31st 2012 I requested the payout. On Jan. 29th 2013 I sent them an email in regard to the payment. There response back to me was they were sorry for the delay that my cashout request has been approved and I should receive it in 6-7 days. On Feb. 5th 2013 I sent another email and the response I received was that, again, their sorry for the delay but paypals "payment function" is down and there is no estimated resolution time. I called paypal directly and spoke with a representative of paypal and they are NOT experiencing any problems. I would advise anyone not to sign up at onlycashsuveys or surveyhead.
