I basically was scammed into this non-insurance by my Cobra Administrator, who was supposed to give me a conversion policy at the end of Cobra, which was my same BCBS policy at a higher price. I did not understand this until too late. Instead, the lady on the phone asked me if I had any pre-existing condition, and when I answered affirmatively, she literally patched my number straight into HCCUA. For this reason, I thought it was all I could get. The only fair thing I can say about them is that they tell you they are not a major medical policy. Unless you are an insurance agent, you probably won't understand this fully until you go to use it. Nobody has heard of it and doesn't want to take it. They have no negotiated rates with hospitals, doctors, or labs. They pay them a flat rate and you pay the rest. A little over a month after getting on this policy, I discovered a lump in my neck, which led to an absolute medical insurance nightmare, where doctors and hospitals refused to take me, and my doctor thought I had thyroid cancer. After surviving this nightmare and shelling out $20,000 in medical bills, (and fortunately no cancer), they had the audacity to refuse to pay the lousy $5,000 that they allow for this surgery, and now want me to prove it wasn't some kind of pre-existing condition.
Fortunately, I have now landed a job, which will provide real insurance and help me out of this nightmare! The agents are telling me that my "pre-existing conditions" were ordinary things that probably wouldn't have excluded me from a major medical policy in the first place, but that the Cobra agent had no right to ask me about any pre-existing and was supposed to just convert my existing policy. Please check with a reputable insurance agent first, and if you do have a pre-existing that disqualifies you, look into the government sponsored PCIP insurance.
