NWP is acting like a Ohio state regulated utility...illegal!

I have filed another complaint with the Ohio PUCO and the Ohio attorney general. In the state of Missouri National Water and Power and the apt complex were sued and LOST! Case #WC-2010-0227.
My water/sewer bill increases every month and when I was gone for 2 weeks on vacation my bill actually increased. All they have is one meter per building and they divide the units...so I pay for others water/sewer use. NWP does not answer complaints and they just read off "canned answers". The apt manager at my complex is a sweetheart but can do nothing. The owners are extremely cheap.
Just today I was informed that they are in major violation of fire and building codes and have to get building up to code...we all have been living in fire traps.
I have refused to pay my bill anymore. There is no accountability whatsoever. They are acting as if they are a regulated utility which they are not. Without individual meters there is no way I know how much I use.
Many people here have stopped paying their bills. NWP threaten us and saying they will shut off our water and sewer...heaven forbid! perhaps they would have to shut off the water to every building as there is only one water turn-on valve per building.
